Brief Biographical Detail
Most of Pat’s work over the past fifteen years has related to the development of risk as a technique for governing social and legal problems, and the key political, ethical and theoretical issues that this has given rise to.
With respect to criminal justice, his work has focused on the movement of crime prevention from the margins to the centre of government and police concerns, and on the use of risk assessment in determining sentences. In this respect Pat served on the Government of Victoria’s Crime Prevention Research Advisory Council. (2001-5) Included in this range of interests has been work dealing with drug harm minimisation approaches, which deploy statistical and other predictive techniques to reduce a broad array of harms, not only to the community but also to the drug users themselves. His analyses in this field were linked to service on two influential drug commissions in Victoria, the Premier’s Drug Advisory Council (1995-96) and the Drug Policy Expert Committee (2001-2).
More recently this work has broadened out to examine the development of risk in questions of security. A major ongoing project has traced the development of fire prevention in Britain and North America, and its relation to the formation of networks of expertise and agencies dedicated to the production of urban security. More recent work has also included research into airport security with the Canadian Air Transport Security Authority, and on relationships between terrorism and organized crime, and on the conditions under which terrorism declines, with Canada’s Integrated Threat Assessment Centre.
Current projects include a monograph on the relationship between risk and crime, which brings together both the movement toward risk in criminal justice, and the ways in which risk-taking has been made more salient in social and economic life and in criminal activity. A second monograph in preparation deals with the monetization of justice. In particular the focus is on the ways in which the use of fines, monetary damages and related penalties is being deployed in changing forms of control. These regulate flows of activity, and distributions of harm and compensation rather than focusing on individual wrongdoing. As well, Pat has recently completed a monograph in Spanish (translated with Maximo Sozzo) on risk, crime and neo-liberalism, and an edited collection on Gendered Risks with Kelly Hannah Moffatt.
Pat was appointed Lurcy Distinguished Lecturer at Amherst College in 1992; John Edwards Lecturer at the University of Toronto in 1996; and Centenary Lecturer at the Victoria University of Wellington in 1999. In 2000, he was awarded the American Society of Criminology’s Sheldon and Eleanor Glueck Award for contributions to international criminology, and in 2002 was appointed as Canada Research Chair in Criminology and Criminal Justice. Most recently he has been appointed as Adjunct Research Professor at Carleton University in Ottawa.
